Paramilitary Forces

The Paramilitary forces (PMF) ensure the internal security of the country. Most of these forces generally perform counter-insurgency or anti-terrorist missions. All branches of the PMF function under purview of the Ministry of Home Affairs.

Indian Paramilitary forces have several components with different roles. Overall it has a two tier structure, the Central Police Organizations (CPO), which forms the first tier, and the second tier known as Central Paramilitary Forces (CPF).


Central Police Organizations (Tier 1): The Central Police Organizations (CPO) work independently or in coordination with the Indian Federal Agencies and State Police Forces.
Railway Protection Force

Railway Protection Force (RPF) ensures the safety, security and boosts the confidence of the traveling public in the Indian Railways.

Objectives

  • Carry on an unrelenting fight against criminals in protecting railway passengers, passenger area and railway property.
  • Facilitate passenger-travel and security by removing all anti-social elements from trains, railway premises and passenger area.
  • Remain vigilant to prevent trafficking in women and children and take appropriate action to rehabilitate destitute children found in Railway areas.
  • Co-operate with other departments of the Railways in improving the efficiency and image of the Indian Railways.
  • Act as a bridge between the Government Railway Police/local police and the Railway administration.
  • Adopt proactively all modern technology, best human rights practices, management techniques and special measures for protection of female and elderly passengers and children, in the pursuit of these objectives.

Welfare

The central assistance fund called Rail Suraksha Kalyan Nidhi (RSKN) provides financial assistance to force members & their families during Natural Calamities, Natural death, death in harness, death due to encounter with antisocial elements, Funeral expenses, Relief for Decategarisation/ Invalidation, Vipati Sahyata Kosh (in sicknesses like cancer, TB) and Ex- gratia Payment on Retirement, Resignation and Discharge from the Services of the Force.

Central Reserve Police Force

The role of Central Reserve Police (CRPF) Force being multifaceted, the Force is being employed for variety of tasks varying from providing aid to the State Administration in maintenance of Law and Order, Static guard duties to protect vulnerable areas and very important persons, to actively fighting insurgents and anti-social elements in different parts of the country.

Broad gamut of duties performed by the CRPF is given below:

  • Crowd control
  • Riot control
  • Counter Militancy / Insurgency operations
  • Dealing with Left Wing Extremism
  • Overall co-ordination of large scale security arrangement especially with regard to elections in disturbed areas
  • Protection of VIPs and vital installations
  • Checking environmental de-gradation and protection of local Flora and Fauna
  • Fighting aggression during War time
  • Participating in UN Peace Keeping Mission
  • Rescue and Relief operations at the time of Natural Calamities

Recruitment

The Direct Recruitment in CRPF in Non-Gazetted Executive ranks is made in the ranks of Sub-Inspector (GD), Constable (GD), Constable (Tech/Trade) and Followers in CRPF.

Training

The training is imparted in the form of basic, promotional and instructional/specialised courses at various training institutions.

Welfare

For the welfare of serving personnel the following measures are in built in the system:

  • Outdoor and indoor games facilities at all the establishments
  • Adequate recreational facilities
  • Grievance redressal machinery in every office
  • Free School bus facility
  • Family welfare centres, where the family members are engaged in stitching, weaving, knitting etc, to augment family income
  • Montessori schools at 37 locations to prepare the children for admission to regular classes
  • Kendriya Vidyalaya at 21 places for taking care of education of the children

Financial assistance

  • For treatment of individuals and their family members.
  • In cases of natural calamities
  • Limited loan facilities.

Welfare of retired personnel

  • Resettlement/re-employment efforts through resettlement centers of GCs/Welfare Directorate and Welfare And Re-habilitation Board (MHA)
  • Financial assistance for treatment of individuals or spouses in rarest of rare cases
  • Reservation of 7 seats for MBBS course and one seat for BDS course every year for wards of CPMF personnel on merit
  • Reservation of seats in Polytechnics in Delhi
  • Medical facilities from CGHS/CPMF Hospitals or medical allowance of Rs.100/- per month
  • Scholarship amount Rs.18000/- p.a to Girls and Rs.15,000/- p.a to boys from 'Prime Minister Scholarship Scheme' to wards of the Ex-personnel of the CPFs to encourage technical and professional courses. Above scholarship is applicable upto the rank of SM/Insp

The Special Protection Group provides proximate security to the Prime Minister of India and the members of his immediate family.

Home Guard

The Indian Home Guard is tasked as an auxiliary to the Indian Police.

Commando Battalion for Resolute Action (COBRA)

Commando Battalion for Resolute Action (COBRA) battalion of the CRPF is specially raised to tackle Maoists.



Central Paramilitary Forces (Tier 2): The Central Paramilitary Forces (CPF) forms the second tier of Paramilitary Forces. The CPF works in cooperation with the Indian Armed Forces.
Border Security Force (BSF)

The specialized centrally controlled Border Security Force (BSF) guards the borders of the country. The tasks of the BSF are divided as follows:

  • Peace Time
    • Promote a sense of security among the people living in the border areas.
    • Prevent trans border crimes, unauthorized entry into or exit from the territory of India.
    • Prevent smuggling and any other illegal activity.
    • In the last few years the BSF has, in addition to their duties, been deployed for counter insurgency and internal security duties
  • War Time
    • Holding ground in less threatened sectors.
    • Protection of vital installations.
    • Assistance in control of refugees.
    • Anti-infiltration duties in specified areas

Training

For organizing and carrying out "Basic Fundamental" training and "In Service Professional Training", BSF has three (03) main training Institutions, (05) Special Training Schools and (11) STCs/BTCs spread across the Country.

National Security Guard

As a Federal Contingency Deployment the primary role of the National Security Guard is to combat terrorism in whatever form it may assume in areas where the State Police and other Central Police Forces cannot cope up with the situation.

Tasks

  • Neutralising specific terrorist threat in any given area, building, vital installation etc.
  • Engaging terrorists or suspected terrorists in specific situations in order to neutralize them.
  • Handling hijacks situations involving piracy in the air and / or land.
  • Rescue of hostages in kidnapping incidents.

Additional Tasks

The following were the additional tasks entrusted in 1986-87:-

  • Security of high risk VIPs.
  • Anti sabotage checks of venues of visits / public meetings of VVIPs.
  • Anti hijack duties in domestic and international flights.
  • Immediate back up security operations.
  • Data collection on bomb explosions.
  • Training of State Police personnel in anti-terrorism, VIP security.
  • PSO duties and Bomb Detection and Disposal.

Sashastra Seema Bal (SSB)

In the forty years of its existence, Sashastra Seema Bal (SSB) endeavoured to present a benign face of the government among border populace in the far flung and inaccessible areas subscribing to the ETHOS of Service, Security and Brotherhood. The local populace always found SSB standing steadfastly with them during difficult times.

Role

  • To promote sense of security among the people living in the border area.
  • To prevent trans border crimes and unauthorized entries into or exit from the territory of India.
  • To prevent smuggling and other illegal activities

Training

There are five training centres on Counter Subversion,Border Management, Perception Management, and Survival & Other Professional Courses Designed to enhance performance of force personnel.

Welfare

Welfare activities in SSB are undertaken mainly under the following two major heads:-

  • SSB Central Welfare Fund
  • SSB Staff Benevolent Fund

Defence Security Corps

The Defence Security is a Corps (DSC) of the Army and its personnel are subjected to Army Act under Army. The Corps is a Security Force maintained and organised on the Army model.

The role of Defence Security Corps (DSC) is to protect Defence units /installations where DSC cover is sanctioned under specific orders of the Govt of India against minor sabotage and pilferage. To fulfill this role the DSC provides armed security staff, static guards, searchers, escorts and mobile patrols by day and night. The personnel are armed so as to afford a higher degree of protection.

Recruitment

  • Other Ranks: Can be recruited in DSC as Sepoy at respective Regimental Centres/BROs, Personnel Directorate of Air Force and Navy.
  • Junior Commissioned Officers and their equivalent in Navy, Air Force and TA to apply to their Record Office as per AO 620/65 and SOP 01/2007. Final selection will be done by their respective Regimental Centres based on vacancies allotted on pro-rata basis by Recruiting Directorate.

Welfare

Various facilities are available for the welfare of DSC personnel. Retired personnel can seek Re-Employment in Defence Security Corps.

Indo-Tibetan Border Police (ITBP)

The Indo-Tibetan Border Police (ITBP) is deployed on Border Guarding Duties from Karakoram Pass in Ladakh to Diphu La in Arunachal Pradesh covering 3488 KM of India-China Border and manning Border Outposts on altitudes ranging from 9000' to 18500' in the Western, Middle & Eastern Sector of the India-China Border.

ITBP is basically a mountain trained Force and most of the officers & men are professionally trained Mountaineers and Skiers. Being the first responder for natural Disaster in the Himalayas, ITBP has been carrying out numerous rescue and relief operations.

Other CPFs

Rashtriya Rifles

Rashtriya Rifles is a specialist elite force to combat insurgency in the country, It is the premier counter insurgency force of the Army, today. The Rashtriya Rifles is an excellent classical example of Olive Green integration with its rank and file drawn from all arms and services.

Assam Rifles

The major tasks of Assam Rifles are maintenance of internal security under the control of the army through the conduct of counter insurgency and border security operations, provide aid to the civil power in times of emergency, medical assistance and education in remote areas.

The Special Frontier Force (SFF)

The Special Frontier Force (SFF) was formed post Indo-China war of 1962 as an elite guerrilla force composed mainly of Tibetan refugees. Its main goal was to conduct covert operations behind Chinese lines in the event of another Indo-China war.
